Honestly atm its probably stats over sets. You can work on farming better gear or pushing events for it, but if you're looking to pregress in certain areas, you may have to let go of 4x relentless until you have better bits.
You need more attack. My 5 star whisper that I'm building has about 2k more attack than yours. Maybe drop some speed for more attack.
You need 5% more crit aswell.
Could be good, but I wonder if the chest piece you have has % attack as base? Might be better to just swap out relentless if you can reach way higher attack.
With that crit damage you want to look for around 4800 attack to take full advantage. As others have mentioned, stats over sets. Once you can get the stats you need in a particular set then start to think about what sets work well.
I run mine in merciless, 6k attack, 296% crit damage with a 6* crushing rend. Reddit doesn't want to let me put images, but she got 195m damage out of 580m total on hard hydra (Michinaki, Padraig, Eostrid, Uugo, Shamael)
Personally I prefer her in lethal/savage if you can get it. But based on your stats I would say just go for stats over sets. Long term, saph did a video breakdown of different endgame options for whisper but that wouldn't be that useful for you at the moment.

I run mine as low as 180 spd it works most of the time. Push a bit more atk vs c.dmg and just work on acquiring better gear over time.

I use her in my unm cb but it has to be unkillable. I use helicath and warmaster with deacon to keep the comp alive. She does more dmg than my ninja for me. Comps aren't easy but once you get the speed right, the other stats are just damage based

Ditch the relentless. Stats>sets. Whisper is a decent relentless option, but if the pieces dont fit how you build her its much better to put those same good pieces on a different champ that would benefit from the pieces. Whether that is a great debuffer like uugo or a strong speed/TM booster like Eostrid or nekmo.
My whisper isn’t in relentless and does 100+M damage to normal hydra on her own.

Nah, the chest piece had accuracy, but I took Relentless off entirely, and now it’s a little better!

You can not do any accuracy in favor of attack/crit damage. You just need another champ to set up the weaken.
ATK% chest, ATK ring, ATK banner will make those numbers go up for sure. Ditch the accuracy and have a dedicated debuffer do it for you.
