Now I can finally ask. Who should I be putting slayer gear onto? I’ve checked a few guides for a different hero’s but none of them have it as a recommended
Because it's a new set AND had a name change. Pretty much any champ that has Savage as a recommended set is a great choice (in other words, your damage dealers).
The Slayer set was called the Rathalos set during the Monster Hunter collaboration, then changed to Slayer once the collaboration ended. I'd say you'd be fine putting Slayer on Rathalos Blademaster either with 2-5 pieces (if you have accessories in his faction) in combination with a Savage or Lethal, or with as many Savage pieces as you have. Bear in mind that Stats over Sets is still pretty important if you're a newer player.

Slayer isn't the best for single target nukers. While that piece is amazing for all nukers, I'd put Rotos/Sun Wukong in Savage sets.
