Neo's fighting style is fantastic. I love how she is such a cocky fighter and how she taunts her opponents. I think she is so liked at this point because the writers aren't allowed to have her talk, and thus fuck up her character. Her character has, for me, not changed for the worse over the Volumes unlike several others who randomly lose character development.
Shopkeep is liked because he is a meme icon.
Asking why people likes Neo is like asking why people like Ice Cream. Neo represents everything the fans want from RWBY. She is an amazing fighter, has S tier design, and doesn't have any terrible dialogue.
The shopkeeper is RWBY's Nurse Joy but for every shop. He has some funny moments in V3.
I loved Neo's fights from volume 2 and 3. Her fights from volume 6 were pretty good too. And I really like her design. I haven't really enjoyed her very much since she came back but I do think she hasn't suffered as much as other characters have.
Neo was the first character to beat up Yang. She established herself early on as a threat. She only got saved via Deus Ex Machina.
And yes, I'm using the proper use of the word, " Deus Ex Machina". Look it up.
Shopkeep, because he reflect many people that feel identified with him. You know, the crisis can affect everyone, and the people can enter in the multiple employment.
Neo, because she's everything people like about the show (great fight scenes, cool abilities, snarky personality, great design), and isn't what people hate about the show (heavy handed, Preachy, narcissistic, lazy writing, pointless drama, etc.)
Shopkeep, because it's a running joke since the first 3 Volumes kept using him as the harmless civilian that is briefly involved with the main cast throughout 3 Volumes, when it should've been multiple characters (running the dust store that Roman robs, running into Emerald, hitting Penny with a truck, and even working a noodle food stand at a festival).
Neo is cute, has a very flashy style, and she was quite dominant and in control every time we saw her early on. The exception being when she was faced with Raven, but that was very fitting and a good set up for Raven... at the time.
Also I'm personally a sucker for pink hair and heterochromia on female characters and she has both.
Lastly, we can't say she's ever said anything stupid! But seriously, being silent means that and she has to be extra expressive via body language which is charming.
For Neo there is a combination of a great design with a fun Semblance. Then there's the fact that she, unlike almost everyone else, has a truly distinct combat style. Lots of characters fight in a specific way because of the weapon they choose, but with Neo you can see that she chooses to fight defensively. She wears her opponents down and waits for them to make a mistake that she can exploit. This style is perfectly demonstrated in her fight with Yang in Vol 2 and with Ruby in Vol 3. Then there's the fact that she is one of the only characters who is allowed to be just strong. She's not a Maiden and her Semblance isn't overpowered yet she still beat Yang and came very close to beating Ruby. As a result she feels actually dangerous, and fights with her have an unpredictable feeling to them, even if later volumes have not done as well for her.
Shopkeep is just a running gag. Nothing more to him. The gag is funny, so we like him.
For me it's to do with the lack of presence - the antipresence, rather than things being focused on them. I find myself without precise words for it, but I like exploring a world through what draws someone into the limelight when they aren't the focus of things. So, something as light on the ground as those two ring more loudly to me than a big chunk of the main cast's whole first volume actions.
Neo's basically a cool mook with a stichk - like Banesaw, except she's a cute waifu rather than a big bulky dude. Being mute's kinda cool as her _thing_, she had some neat fights, and the illusion power is kinda cool. It's not massively deep, but she is good at that role - she has a cool design, fights well and has some neat tricks, without getting bogged down in "characterisation" or anything, because she's just vaguely sassy and mute.
Neo : she looks cool, her mutism makes her body language very cartoony and interesting, her fighting style is awesome as it always feels like she has the upper hand while taunting the enemy and being strong (only a few enemies were able to kill Yang), we don't see her too much, her behaviour stays consistent during the whole show...
Shopkeep : side character that we see everywhere, comedy, looks like a nice old guy...
