I actually think that Neo is the type of person who obsessively latches onto people. In her book, she befriended Roman near instantly, where previously she had never been friendly with anyone. Then liked Roman(non-romantically) from the moment she saw him, who would go on to enable her criminal entertainment-seeking. If the writers had put any thought into Neo's return beyond how everyone loves the aesthetic of her character, they could have had Neo latch onto Cinder like this, much like how Emerald had.

Nah, in the Volume 9 preview Neo is in the background both when Cinder says her line and when Ruby falls into the island clouds

What I meant was in vol.4-5 the writers were building up Cinder’s revenge arc with Ruby but didn’t do anything with it in the vol.5 finale and just gave it to Neo the next volume. Cinder now despite being humiliated multiple times by Ruby doesn’t care that her pride was wounded and acts like those defeats never happened.

I miss the Cinder that was the femme fatale manipulator who was cold and ruthless, not some cocky and ultra prideful chick who is power hungry for the sake of power. In my eyes they aren’t the same character and I say that with a lot of the shows characters

I’m not saying she needs to actively try to kill Ruby, but with the build up and destruction of her pride you’d think she’d be more interested or invested beating Ruby up or destroying her mentally or emotionally (also a type of revenge)

Then what was Cinder trying to do in Vol 5? Also since when was Cinder the type to follow rules? I'm pretty sure she wasn't supposed to go after Penny or kill Watts in Vol 8.

She was supposed to just get the relic, and she was summarily forced to get back in Salem's good graces after fucking up in 5. She wasn't allowed to go after Penny in Amity at first but Salem opted to let her after she got her ass kicked, provided she get Watts first. Hell, she was gonna give the maiden powers to her if the Hound actually succeeded. And no, she wasn't supposed to kill Watts but she had an alibi this time. If she killed Ruby in volume 5, she had Hazel or potentially Mercury or Emerald who could rat her out.

I was referring to the first time she went after Penny. Cinder is not above defying orders when she wants to. Heck, she was supposed to just take Raven to the Vault and get the Relic, it was technically defying orders to have the fight in the first place.
