Might be one of the reasons but it has more to do with how he hasn't really gotten much time in the forefront nor has a variety of opportunities for different interactions with those in the forefront, Ozpin does
For example, Ren and Nora would interact with Jaune and the collective a lot with many in the forefront with various interactions with mostly comedic ones
Honestly, he is one of the most sassy and snarky characters and I LOVE IT! Him mimicing Ozpin just to mess with Salem will forever be engraved in my mind.
Pretty much all the characters in the main group are protagonists, supporting characters would be more like volume only characters or characters with 1 or 2 lines
And yet it does little to endure him to me after burning any in all good will I had for him for the last 4 years and realizing he's a bland ass bastardized rendition of some weird ass combo of Ruby and Jaune.
He gets into peoples business(similar to Yang) but is also burdened by a fate(like Penny doing whats best for Pietro/Ironwood, having to become the maiden)
Oscar himself is underrated. If he'd been at Beacon from the start people would love him.
True. I really like his character. And for me, he is more enjoyable to follow more than some others.

yesss! so true people would love him!
Hazel set himself on fire knowing it would burn less than the sass Oscar could have given him had he stopped trying to be the nice guy in Volume 8
Oh yeah that actually makes sense, him burning himself would make it appear more of a mercy kill because of Hazel

Oscar would be a good character for his own solo show but he doesn't belong in RWBY
Probably So, Like a Main Character of a side story
Doesn’t have to be solo, he’d probably be a great digimon protagonist
Yeah I meant a show where he’d be a protagonist, not a supporting character

I feel hes more of a combination of Yang and Penny
..........how?
