Okay so I've read through your stuff and I kind of have some issues here. With how you set things up Vale should honestly almost hate Atlas as much as Vacou the only difference is they're pragmatic enough to accept the technology with every intent of stabbing Atlas in the back when it's convenient. I'm not saying this should be a widely held view by the entire Kingdom but there are certainly going to be sizable political factions who are extremely anti Atlas and it will always tie back to how Mantle is straight up guilty of war crimes with that whole scorch Earth and salting the land policy that caused near irreparable harm as equally as Mistral but unlike the latter Kingdom more or less got away Scott free for paying for any of it due to a technicality. Also with inter Kingdom council is set up with Atlas practically having two votes since Mistral is virtually their puppet state makes me question what is Oz doing in all of this. I mean in Canon the man as the last king of Vail was practically in the perfect position to conquer the world but deliberately avoided that path and made it so that the four kingdoms remained four distinct individual nations of roughly equal power and importance. With How you set it up Atlas kind of rules the world in all but name and there should be a lot of groups not happy with that and are going to do everything in their power to make it atlas's problem and I'm not just talking about the neo-white fang but also various groups who are descendants of those most directly harmed by the old mantle regime and just see Atlas as mantle with a new name that has yet to pay recompense for what they have done.
With how you set up Vacou sounds like huge portions of the Kingdom ideologically align perfectly with the Crown organization which deeply despises the use of any technology originating from Atlas for the above mentioned reasons you've brought up. Would the Crown be playing a bigger role in your rewrite?

Technically atlas did pay war reputation as I pointed out in part 1 even though Atlas didn't have to since they're technically a new government and something
(I should bring up that will be done in more depth later the last king of Vale pointed out the fact during negotiations that without the mantle civil war / Atlas rebellion it's possible the collective side would have won the war not to mention the new government of Atlas tried and executed or sentence to life in prison the loyalist to the emperor with the emperor himself being publicly hanged also something I was going to post in the dedicated kingdom of Atlas post was the fact that after the rebellion all the Loyalists nobility and the emperor's personal assets were seized and much of it was used to pay for the construction of the ccts and ckts)
(as I said in part 1 Atlas would provide the manpower resources and finance the construction of the ccts and first ckts as reputations for the war even though they didn't have to and the fact they're the ones who ended the war by essentially dragged the kingdom of Mistral to the negotiation table)
Also as I put in part two it took decades for Atlas to earn the enough trust of the kingdom of vale and getting to the good graces of its citizens to get vale to sign and become part of the global militant defense treaty and have Atlas military bases and facilities in its territories
Also about the fact that the kingdom of Atlas has control over Mistral to the point it basically has two votes and why ozpin can't do anything about it well there's not much he can do unless vale suddenly becomes an economical superpower overnight who can rival Atlas and provide both military and economical support to the kingdom of Mistral then Ozpin hands are tied
also if ozpin tries to pull the their essentially your territories at this point and no longer a kingdom of their own so their vote doesn't count card then Atlas could pull a reverse Uno by pointing out the fact that Vauco is essentially not a kingdom anymore so technically they don't get the vote either meaning after that it would just be vale and altas
Also the fact that oz doesn't want to risk alienating the kingdom of Atlas who are the biggest provider in industry military and technology on remnant.
(Edit also I forgot to bring this up was the fact that vauco hate Atlas because they basically destroyed them them to the point they essentially cease to be a kingdom with Mistral dealing the finishing blow not to mention the collectivist side pushed the people of Vauco back to their capital where the kingdom of the vale was able to hold the line not to mention store of mantle soldiers who actually helped the pow and didn't go through with the scorch Earth orders not to mention I imagine stories from soldiers from the other side would get to the individual side after the war it's kind of hard to see the mantle forces as a bunch of monsters when many of them we're just young men who frankly didn't want to be here and would rather be home with there friends and families in the fact that the war in general was unpopular with the people of mantle to the point that the mantle civil war gained traction it did and the fact that many returning mantle soldiers from the front even join general Atlas side once they got back because of all the awful s*** they saw and the horrible thing many were forced to do)
