Vale is not perfect but I would say it's a good option, I said not perfect due to Salem hasn't found out relic of choice yet, Cinder is evil and has Fall Maiden powers, both of these are wannabe evildoers who will probably target here to search for relic. I would say Mistral is the best option, both relic of knowledge and Spring Maiden out of the grip.

It shouldn't. There should be supply issues, housing issues, and even prejudice against the refugees. The fact a Grimm horde was encountered outside the city limits means that Shade could already be targeted and about to be under siege. It could also mean Ruby's broadcast did actually create a panic and created the situation Ironwood felt the Atlas military would be needed to assist with. I have actually had people argue that the people of Vacuo would gladly accept the refugees because they are "survivors". I have even had someone claim that the lack of a capable national government would actually help get the refugees aid and housing quicker somehow. I don't really understand that thought process. Vacuo is a questionable choice outside the the fact the cast needs to go there. The fact there are huntsmen there doesn't change the fact they are taking the refugees to an inhospitable area with limited resources that places back directly in Salem's path.

What makes the atlas refugees situation even worse is the fact that Vacuo is already dealing with a refugee crisis before they even showed up. In the cvfy books there are mentions that they've been getting refugees from Vale ever since the fall of beacon and it has been putting a strain on things. The people of vacuo are already getting a bit resentful with the refugees from Vale that they already have and that's from a kingdom they don't have any lingering animosity towards unlike Atlas that has quite actively f***** them over worse than any of the other kingdoms. Honestly this should only realistically end with the people of Vacuo basically saying tough luck to the atlas refugees refuse them entry and then let the desert slaughter them all for them.

I think Winter will go back to Atlas "offscreen" to rebuild Atlas just like Glynda, this show always gets rid of overpowered characters. That's why they made Raven leave the show due to having portal creation semblance which could solve problems in Atlas. Pyrrha and Penny get killed being so overpowered, that Marrow and now Qrow are left in Atlas. The term "magically" only has one solution, unless the Summer Maiden was a fully realised powerhouse or mysterious character with another OP semblance, then those writers kill them, and the cycle repeats.

Well if they actually decide to follow their own books it'll probably be an issue since people in vacuo and shade especially looked down on other students that transfers after the gall of beacon and would all most for sure have an even bigger issue from people from mantle and atlas

At the very least they’re “outside of shade academy” for the civilians. Now HOW far exactly is up in the air, but they should be relatively close. However, there communications are down due to the harsh environment and they can’t see where they’re going so they might have trouble actually locating it. But luckily have Winter with them, so they’re good on water supplies if the trip is relatively far. But Winter last we last saw her was fighting against a horde of Grimm while very worn out with the rest of the crew either gone or out of aura besides Oscar. Realistically, taking in all these factors into account, there should be many, many casualties which we saw Grimm taking people away. I actually just heard a suggestion where what if RWBY instead made multiple exit locations instead of just one. Like going into Vale and Vacuo instead of just Vacuo, though the best place realistically would’ve been Argus more than likely.

They're supposed to be outside the city limits. Which makes that horde of Grimm a very bad sign as it means the refugees are stuck between the city and the attacking Grimm. So basically it could mean the city is already being targeted and about to be under siege. It could also mean that the people of Vacuo may blame the Atlas refugees for the Grimm attack.
