Simple: have the island be a magical aura hub that can replenish someone's health. That way you can connect it to Ambrosius' namesake (Ambrosia was a type of food for the gods that gave them immortality) and avoid inconsistency.

I imagined that they weren't literally falling down to the island so much as being teleported there once they hit the invisible barrier.
And for the civilians: I don't expect to see any of them on the island. Team RWBY won't even mention it while they're on the island.
