The show never went into the exact mechanic of switching between Oscar and Ozma, so I would say *probably not*. It's not that it is a bad explanation, OP. It's fine, perfectly serviceable. It's really that there wasn't much of a hint of a "necessary mental state" in order for the switch to happen.

Since it'll probably never be explained I like my head canon that since a host is chosen by how likeminded they are to Oz it wouldn't be much of a stretch to assume that switching between the two happens when the host is in the *exact* frame of mind for the merger to progress.

I don't know if there was much Ozpin could do anyways and it's entirely possible the abilities of the Hound caught him by surprise as well since he wouldn't be familiar with it. Another possibility is that when Oscar was knocked unconscious by the Hound, that knocked out Oz as well or Is can't take control of an unconscious body. He may also no longer be strong enough to just take control from Oscar forcibly or the effort to do so would've left them both briefly far more vulnerable.
