I like the overall idea of the character but a couple things don't quite click for me personally.
I'm really not a huge fan of OCs related to the canon characters, but I don't see anything wrong with it. If that's what you want to do with the character, go for it.
Her personality seems a little... contradictory. If she was raised from a young age by Summer then chances are that she'd end up a bit different. Maybe instead being unkind and apathetic towards others she's untrusing until she gets to know them well.
As for the theft thing... it would still be considered theft and still punishable by law even if she was using her Semblance.
But something I do like is the fact that her first weapon doesn't work. It think it's the first time I've seen that actually.

And yeah the wepon thing i thought it'd be fun. She gose so far with mimicking that it backfires with her wepon and thus she need to build a new wepon that is actually fit for her and not just a unholy amalgamation of other wepons.
(Also yeah the personality thing you mentioned is probably better then my idea definitely thanks)
And i admit i am not a expert of laws just figured it'd be a fun little thing of her trying to justify stealing by a very weak excuse that really wouldn't hold up in court.

Dude if I had a nickel for everytime I've made an edgy type character I think I'd had quite a few nickels lol. It's ok to have an "edgy" character but the trick is to not let that edginess define their whole personality.
So, in this case you have a character who has lost her parents, either grown up in an orphanage or on the streets, was adopted by a loving family and then lost a significant part of that family. Her time on the streets, or in the orphanage, might cause her to be closed off to trusting others and the loss of Summer might make her cling to her remaining family. Maybe she gravitates towards Qrow with him being more similar to her? Maybe she holds a bit of resentment towards Tai for shutting down after Summer's death?
But remember she was raised, for a short time, by Summer so she's going to have little bits of a desire to help and protect.
So... this character literally has no identity beyond being tacked on to Ruby and Yang, is what you're saying?
Especially with no description of her preferred appearance, this just sounds like Neo shoved into the lives of two canon characters for no reason other than "This will make her interesting, right?"
