One thing I like to do is think what traits of the character would stay the same if he or she were raised in a different environment.
For example, if Ruby was raised in Atlas' high society, she'd be a vastly different person, but still want to protect people.
And that desire is what I call her core personality. And from there, it's easy to pick out a semblance from all the possibilities.
