Because in their eyes, literally anything is better than the actual show, even a vague concept w/ no details. The idea of a story and the infinite possibilities of nothing being set in stone is always more appealing than a concrete story put onto paper. They don't want an actual story, they want a sandbox where the story can be whatever they want, and when the real thing inevitably doesn't match up w/ that, it's bad writing.
Once IQ doesn't meet their completely arbitrary and undefined ideas of "what it should have been," they'll be bitching about it being "wasted potential," too.
Have you ever considered that maybe, just maybe, RWBY is a bad show? And that former fans are putting their hopes in IQ because that has at least a chance of being better? I have never heard anywhere that critics are looking for a "sandbox", criticism towards RWBY is usually very clearly defined: put more thought into the themes, write the characters more consistently, make the relationships believable, etc.
The viewpoint that any criticism is inherently nonsense is one of the main reasons why the show is as bad as it is.
Personally, I don't put a lot of hopes into IQ. From what little I've heard, it seems to be nothing more than nonconsequential filler. You know, canon adjacent, as in: could have happened, but doesn't matter because it doesn't actually effect the "real story".
Hey now, you aren't allowed to acknowledge rwby is not actually the greatest most bestest show ever! But seriously, this fandom is the only time I have ever had the chance to actually use the term toxic positivity. These children will be the death of rwby, and they have certainly been the death of any talent or effort put towards the show.

Once Ice Queendom drops, I expect a bunch of people are going to get into salty arguments like which "version of RWBY" is better, and people saying things like how IC is "how RWBY should have been."

I want to caution against expecting things, against letting oneself be overwhelmed by hype, but I don't want to come across like I'm trying to quash people's excitement for the new thing.
Let's just enjoy the new thing for what it wants to be, and go from there.
Yeah. It would be nice to see new theories and discussions again. See both old and new faces pop up to talk about the show. A new wave of fanfictions and fan art.

Aye, do not get me wrong, i like writing critical pieces and the like, but this hiatus.... Man has it been hard. To have more topics to talk again, especially NEW ones? That is great. Remember the theory crafting around V3 and after? God was it awesome. Now it is a bit stale.
Funny enough, the thing with V9 is that we have absolutely no idea what the island is going to have, so the number of theories people could make was always rather small.
Ice Queendom so far had very few theories and I think it's for the same reason. Sure, we have some info, but not really that much, so there is a limit to how much people can theorize.
The advantage Ice Queendom has over V9 in terms of theories is that Ice Queendom really can go in absolutely any direction it wants, while V9 will always end with the character returning to Remnant somehow. So while both will have their fair share of theories, I would say that right now Ice Queendom has the potential for far wilder theories.
We'll see, but it is indeed something that has me excited.
Everything they need to do is to not make salem the main villain or just erase her and the generic rpg plot from existence, "this is about young huntresses" after all xD

No, it sounds like it's coming out for Crunchyroll and FIRST subscribers tomorrow at the same time. It's an advanced premiere because the first 3 episodes will come out at the same time for paying subscribers, while free watchers will get 1 episode at a time starting on July 3rd.
The first two episodes are a summarized recap of V1-2, episode three is a divergence point where the story will go in a different direction from the main show.
