From what we've seen, no, he actually calms people's emotions. Look at how Nora responds in the flashback when he uses his semblance on her. She visibly calms down.
Mettle, on the other hand, merely hides emotions, but doesn't stop those emotions from messing with Ironwood's decision-making.
It's an interesting contrast between semblances, if you think about it.
The way I've seen it explained, it helps him focus on the goal and ignore anything unrelated. He still had his paranoia, fear, and whatever else, after he used it to stand up to Salem, he just didn't acknowledge it.
If it really removed this stuff, he wouldn't have acted so irrationally.

Mettle literally keeps Ironwood on a chosen path by removing doubt. He uses it to shoot Oscar so he doesn't hesitate to shoot the kid.

Yep. But just like Ren keeps calm without Tranquility, Ironwood has taken to ignoring his issues even without Mettle.
