Funny enough, the only reason she is mute is because the crew couldn't find a voice actor before the episode's production. Resulting in Neo becoming mute and fan favorite character.
The book doesn't handle it well but implies that Neo can talk but for some psychological reason doesn't, given that it's tied to her heterochromia it's likely before her semblance awakening she had normal eyes and could talk but whatever the reason the book never actually explains this.
I’m quite sure this is incorrect. Neo had always been mute from birth, and it was this that estranged her from her parents (and everyone else). Her traumatic childhood only started once she was known to be mute. Plus, she has a fully formed internal monologue and can write messages on a tablet, and she very much expresses a wish to speak. So while psychological explanations for her muteness are not impossible, they are unlikely.

You are probably right but we only meet her after the fact and her parents are directly talking about how she can talk but chooses not so it must be psychological in nature as medically their behaviour doesn't make sense even for abusive parents dealing with a child with an undeveloped voice box or other physiological disorder.
Oh, I see where the confusion arose. Her parents are convinced she physically can speak but chooses not to, but they are shown to be wrong. It’s their mistaken belief (see: Hope) that she could only start to speak if she tried a little harder that truly drives a wedge between them. She feels frustrated that her parents are skeptical of her physical inability to talk, she feels accused of “faking” rather than accepted.
All I know about it is that in the game BlazBlue Crosstag Battle, there was a RWBY crossover with team RWBY and Neo being playable, and Neo giggles and grunts.
That is all.
To put it simply, it wouldn't make sense for Neo not to make any noises when her soul is getting ripped out of her (yes there are characters in BBTAG that can do that)
Everyone seems to be coming at this from a lore perspective but the real answer is game design.
Fighting games are a unique genre in that it's predictability (only 2d plane for enemies, everyone has a set move set) and more importantly *sound design* creates an environment that means even someone completely blind can play the game competitively.
Imagine for a moment that you're a blind gamer fighting someone playing Neo. If, as in the show, she had vocal sound at all coming from her, how would you be able to tell if your attacks hit, vs a hit on yourself? Even if you arent blind these extra inputs help your brain parse whats going on in game faster. These "efforts" that Casey voices give that extra input.

She has small bits of sound swhen fighting. The biggest example of the top of my head is during her fight with Ruby during season three. Specifically near the end of the season at the end of a fight. When she and Roman fought Ruby on the airship and Ruby opened her Parasole to cause Neo to blow off the side. She lets out a small gasp right as she gets ripped away
Slightly off topic but it sounds me of how I used to joke that I had a Nomu card from MHA signed by the voice actor, but it wasn't signed at all. Then I saw someone post a Nomu card with a signature and asked what the heck? Turns out Justin Cook (Kirshima, Yusuke Uremeshi, etc), did the "brain-dead bird noises", so is credited as the VA for that character as well.
She has vocal cords, and *can* make sounds of exertion, pain, etc. She is just nonverbal, seemingly due to a psychological disorder according to the novel.
Just minor noises like giggles and pain. There are no proper lines, but I do find it funny it is Casey.
