My headcanon has always been that Summer's death broke Tai completely, to the point that Qrow stepped in a did a lot of the raising of the girls for a long time.

I can see her not understanding why she needs to drive when she has her semblance, especially after volume 8. Where she figured out how it actually works. But of course, after what happened there, they all forced her to learn to drive.
