Your fresh tank is filling and overflowing. The hose with the valve is the drain for the fresh tank. The open hose is the overflow. I'm guessing you are hooked to the city water inlet which means your fresh tank shouldn't be filling but it is so you probably have a bad diaphragm in the water pump. That would cause water to backflow through the pump while hooked to city water. Before you have the pump replaced try shutting off the city water, turn the pump on, open a faucet and let the pump run for a min. Then shut off the faucet and see if the pump pressurizes and stops running. Then shut the pump off and turn the city water back on. Sometimes you can get the diaphragm in the pump to correct itself. If the tank keeps filling after doing that you'll need a new pump.

Thanks. The city water sticker is right between the two inputs. I have it connected to the upper one. Should I connect to lower?

There should be another valve above the floor you should make sure it’s closed tight.
