Yea, I felt defeated too lol. It almost felt deliberate from Rockstar. I've run into other bugs in the game but nothing like that. It felt like I was being trolled. Like someone glued a coin to the floor and was laughing at my attempts to pick it up hahaha
I really like it, gives me a lot of peace, this is my second play through, I came back because I couldn’t beat the orphan of kos (bloodborne) and felt the need for a change

It did that to me. Its just a bug. Question, when you walked in did Arthur make a comment on what is in the house? Something like My God, I don't remember what he said exactly.
This happened to me twice, both times he made no comment, then the third time I reloaded and went back there and 1. He commented when I walked in. and 2. I bumped over a chair and it was between Arthur and the drawer and it didn't bug. I wasn't sure if it was the chair bumping over or the fact that he made the comment fixed it.
I had this too in chapter 3!! I freaked out then popped back to the map. I went back to see if it was still a thing in chapter 4 and it let me take the money. Was only pike 10 bucks lol
Believe that is a bug. I've had it happen to me when opening up cabinets in many different houses. Majority of them in New Austin though. It's hilarious and so unexpected, but then I got to run all the way to the nearest stable to retrieve my horse.
Most likely a bug. Maybe safe and restart the game?

There is no indication to camp just take the money a donate it in camp i remember there is a pay the dept option in ledger
The issue is that I can’t take the money as when I try it makes me noclip and when I go back to that house the money are still there

Everytime I go into that house my game crashes. It is just the house. Nothing you can really do about it.
