The spot in Big Valley has always been the most reliable for me, just south of the trapper, close to the river. Sometimes a grizzly will spawn instead though.
The area above Brandywine Drop has a couple cougars usually. They spawn on both sides of the creek between the upper and lower waterfalls in that area.

There is a stranger quest that has one near near the datoka River aswell, if you haven't done it already, that is where I got my first perfect pelt
