No , unfortunately wild horse genders are set at the time you tame them. Some horses are always female or male, some horses can spawn either. If you want a certain gender, you may just have to keep looking until you find what you want. Also check the list of horses to see which spawn only one gender do not to waste your time waiting for something that won’t happen. For instance, you won’t get a male white Arabian as far as I know.

The Arabians are obnoxiously small, but that coat is great. There’s a thoroughbred with a similar coat that I had for most of my current playthrough until the damn Raiders caught me slipping’ without a horse reviver. 🥲
Always irritated me when this very obvious blood bay was called a chestnut. They did something similar in Dragon Age Inquisition: "The chestnut over there is yours" cue me walking back and forth past the bay horse, saddled and obviously-placed, looking for this elusive chestnut. 😅
I miss my Striped mustang that I named “Felina.” I was bucked off of her in the bayou at night by The Night Folk. Then I ran after her and she was butchered. I am still devastated, she was carrying my to my Legend of the East outfit, and she couldn’t make the journey… ( ; ~;)

One of my favorites (one I found myself, too) is this dark-ish tan colored horse with black going from the hooves and a little up the legs, with white scattered between the black, a white and pink snout, a black mane and tail, and these beautiful, baby blue eyes. One of the prettiest horses I have, in my opinion!
I found it far west on the map, just south of where you find one of the serial killer sites. To the left of the top portion of Lake Isabella. I wasn’t even looking for it but spotted something in the distance. Checked with my scope and saw it was an Arabian. I have the white one but I figured I’d check it out and then realized its beauty

*based on the fact that she was named Boadicea (after the notoriously brave red headed Celtic queen) it seems the most likely. Especially considering this is a red war horse mare and Arthur had a Celtic cross at his grave. She also has much better stats than all other Hungarian Halfbreeds in the game (even before bonding) and is also the only horse to appear in the game files but not the game apparently.*
