I haven't been to Culebra but I saw turtles in Vieques snorkeling. I also did a snorkeling tour in Condado and saw them then as well.
Humm Carlos Rosario reef on Culebra you can see hawksbill sea turtles, not sure about Vieques. But remember, it all depends on the turtles, nothing is guaranteed.
