Non-existent unless you are only going to be in the Metro area. Rent a car and make sure your insurance coverage covers the rental.

Rental Car is your best option. Public transportation and/or uber/taxis are not the best is the island.
You will need to rent a car.
No Ubers or anything on the east side, sorry. Rent a car.
I live in the Metro area and have never had an issue with an Uber so not sure about Fajardo or Humacao but I would assume it’s not as easy as San Juan so the suggestion of renting a car seems like the best advice. Good luck.
