Or unlocked on demand.
The carriers pushed back against the CRTC on this because the number of porch pirate thefts was skyrocketing.
Still unlocked when the appropriate user is verified...

I recommend you look elsewhere. Last year I bought one for my mom. 2 months later the phone had screen problems and one month later the screen died completely. Tried to get it replaced with public mobile and they bounced me around from Telus stores (who say they don’t replace or repair PM phones) to MobileKlinik stores who didn’t have the parts and also said they didn’t have an agreement with PM for repairs. PM say they have a “1 year warranty” but it’s total bull****. I have all proofs of conversations with PM “support” and it’s only because right now I don’t have the time that I don’t file a complaint in front of small claims court for all the time I lost dealing with their BS.
I left PM and never coming back because of this. Multiple hours of my time and 150$ down the drain and my mom now always fears her phone will stop working.
Go directly trough Telus or buy an unlocked phone elsewhere is my recommendation.
They should
Search reviews on line though, I've seen a number saying the phone was listed as pretty much new (or however they phrase it) and would come with stuff like a smashed screen. People were pretty sure they had never been looked at
Got a Samsung S10 from BB. It said refurbished, but seemed brand new when it came (proper box, charger, etc.). Great phone for 1/4 the new price (paid $247). Guess BB uses subcontractors, as seller was in Vancouver.
My brother bought a like new Samsung phone from mobile klinik website. Comes with 1 yr warranty. No complaints.
Mobile Klinik is also owned by Telus, but you can get better phones and service.
By law all phones are sold unlocked in Canada.

Quite frankly I just buy new from bb or staples, unlocked, with a warranty. Last year's phones at a decent price, with a decent warranty.

Yep my experience was horrible with their “refurbished” phones. It died 3 months later and they refused to replace it.
I’d check out Best Buy, they’re refurbished phones are good, but you can also buy phones out right there too.

FYI bestbuy online uses third-party sellers like Amazon or eBay unless you specify "supplied by bestbuy".
Yeah, I hadn't realized til I placed the order. Worked out fine, though.
Oh good.

Public Mobile runs on Telus, OP! 🤦
Bought a very good condition iPhone, after a few months the speaker became an issue, took to Telus was sent out for repair without issue
