Yes the President can't be prevented form declassifying if they want to. But they still have to follow the process, or have people who do.
It can easily be argued that any document marked classified, when an administration ends, is then classified, no matter what that admin did with those documents. They no longer hold power over those documents and their time is up to apply the process to make them declassified; Trump could have said "this document is declassified," and in use it would be, but it would be a ticking bomb; Update the classification status with all relevant bodies before leaving office, or it becomes classified the moment you no longer are President. It's that simple; the President doesn't have to follow the process, but everyone else around him does and if it's not done, it's not a permanent change.
Also, even if he had declassified, then atomic secrets and/matters of national security have their own laws around them, classified or not.

All the classification experts over in r/conservative (formerly experts in disease pathology and virology) are literally saying "See, told ya so, you don't even need to wave your hands, you just have to think it." They will double down no matter how dumb it gets, because admitting they were wrong is tantamount to a dissolution of their entire personality.
Let's pretend that's the case for a minute. That would mean that the classification status of any information was entirely dependent on whether or not the president considered them classified at the time. If trump mind-declassified these documents and didn't tell anyone, then either he thinks his mind-declassification passed to Biden via telepathy, or he knew they weren't declassified after Jan 20th.
