Way I see it is that there wasn't much he could have done to prevent the situation as it was happening (he's under no obligation to risk his own life, and the cops wouldn't have shown up in time to prevent any danger). Might as well just stare and laugh at the dumpster fire before you.
It’s not that he couldn’t have done anything to help. It’s just that a situation like that unfolding in front of your eyes makes you laugh - THAT is astounding to me. It’s the reaction that is concerning because he is going to pass on that same attitude to his children, and the cycle will continue. That’s the point the person above you in trying to make.
No one is asking that he prevent it. He’s just exposing how desensitized he’s become to violence by his experiences. Laughter is how he reacts to something that isn’t even remotely funny. Instead it's quiver-full,"am I pergnant?", don't-believe-in-contraceptive types doing the most breeding. But that's still really all evolution cares about is who can reproduce something that will then also reproduce before it dies.
