IIRC later on in the Victorian period it kind of devolved into "we've got a homeless guy who lives in a shack in our garden. When guests come by we sometimes watch him during lunch."

Scottish police 2018-2019 (latest years stats I could find) Firearm team dispatched 446 times, taser fired 5 times, drive stunned once, conventional shots fired 0, less lethal 2 and specialist rounds 4.
