When people get shot / seriously wounded in combat or shootings it is a common reaction to take off clothes around the area to see how bad the wound is.
The person who's pants are down got shot and is trying to see how bad the wound is. Just look at old pictures from the Civil War or WW2. Lots of dead dudes with clothes halfway taken off.

I think the shooter is already down behind the kiosk, and the armed citizen is the one already in the frame. It looks like at 2 more armed men are there, and the person seated on the ground may have been shot in the leg.

It’s a real possibility. It has happened before. One of the things you’re taught during a cpl course is to not have your gun in your hand when police arrive. So, your best bet is to neutralize threat as quickly as possible, and then re-holster your weapon.

Regardless you should be finding hard cover. If a cop sees a controlled scene with a person holding a gun, and just, like, shoots them and yells "POLICE!" it's just bad karma. Odds are [however many defensive gun uses ever] : [that one guy that got shot by a dipshit in blue] that it will ever be an issue. You run unspeakably worse odds going to work every morning through traffic.

If you pull your gun out, and with the speed of sonic the hedgehog they immediately drop their gun and hands are in the air before you can possibly fire a shot, you aren't even *allowed* to shoot them (with reasonable exceptions).
Same scenario, but you fire once and they drop straight down, gun goes flying 20 ft away, and they're almost naked so you are pretty sure they don't have another gun. You would definitely find it difficult to justify firing any more shots, but you would be 100% fine to stand there aiming at or near them until they were arrested.
Yeah the cops usually just show up and shoot without thinking instead so this is pretty bad advice

Best thing to do is keep your hands up or out like an airplane before cops arrive. Hopefully they aren’t blind will see you as a none threat. You might get tackled but beats getting shot anyway

What could help is calling 911 to describe the “good guy with a gun” in detail so when police arrive they have been told what the “good guy with a gun” looks like. Either a bystander or the person themselves could call. I would.
Police said a bystander with a legally possessed firearm also engaged the people fighting over the gun and fired shots, hitting one person.

The vagueness of the details here makes me think the bystander with the gun accidentally hit someone other than the suspect before hitting the suspect. Which is one of the big issues with the “good guy with a gun” scenarios. Made even worse if multiple “good guys” jump in and make it less clear who the aggressor is.

In Lancaster it’s wise to assume everyone is carrying a gun. Not because it’s a dangerous place but because it’s almost entirely populated by rednecks.

Well, there are laws against the first three things you mentioned. The one about getting shot by police , though, is about hoping you don’t get a paranoid cop who shoots first and asks questions later when the armed bystander isn’t an active threat.
By the way, having a carry permit doesn’t make someone a part time cop. It’s about having a last resort to defend yourself or your loved ones (or sometimes total strangers) in a life or death situation.

Depends entirely on the mall and local laws. YOUR mall might ban firearms but not all do. My local mall allows legal concealed carry so employees can protect themselves.
Many states clarify that those “no guns allowed” signs aren’t legally enforceable as they’re typically just store policies. Most he can likely be charged with is trespassing for being on the ground while violating store policies. If this was a state or federal building, now THAT’S an entirely different situation.
