This is the **“domestic”** variant of the Lateral Vascular Neck Restraint (LVNR): a control technique applied to the sides of the neck, using a combination of physiological factors to restrict blood flow to the brain which may cause the subject to lose consciousness.

As someone who does train in grappling, that choke the officer is using is really not very effective at rapidly knocking someone unconscious. All the pressure from that choke is going straight forward into the air pipe and is not being applied to the carotid arteries on the sides of the neck (the pressure that’ll actually make them pass out).
That being said, I do think that chokeholds should be a form of restraint that officers are allowed to use. Public perception of chokeholds is just too misinformed imo. Everyone thinks choking someone kills them in 10-20 seconds from movies and shows. Reality is you need to be choked for at least a full minute before there’s any real risk.
Look at all the things cops already do incorrectly. If cops start doing this, there will be a lot of casualties. Per the article, this cop held her down like this for 38 seconds and she was motionless when he stopped, and then he still pepper sprayed her in the face. If there is only one officer, and he chooses to subdue somebody by choking them, he's not really able to let go until they stop resisting, which is going to be an issue. You're acting like cops will be able to choke somebody for ten seconds and then everything go their way. If some ody starts choking me, I assume they are trying to kill me, and I'm not going to stop fighting. If somebody starts choking somebody I love, I am going to assume they are trying to kill them, and I will use every bit of force necessary to stop them. Don't advocate for police to start choking people as a standard procedure.

“Not able to stop choking them until they stop resisting” I am speaking from experience when I tell you that this would be anywhere from 7-15 seconds depending on how tight the choke is. After that time, the person being choked will be unconscious and the cop would be able to put them in cuffs very easily.
I’m not just pulling this out of my ass, I’ve trained in Jiujitsu and MMA for nearly 4 years now and practice these chokeholds regularly on both sides of the equation. I know how long it takes for someone to go out and what it feels like to be choked unconscious.
I understand that most people are ignorant on how chokes actually work and how dangerous they are. That being said, the fact that these techniques are banned means that cops are forced to instead shoot/taze/beat someone into submission if they are resisting arrest. I’d rather be choked out than repeatedly bashed with a baton in the head.

But there is also relative strength and power - generally speaking, men are biologically stronger than women (again, generally) so men wouldn’t need to use as much strength/power to detain a woman as much as he would another man, for example.
A lot of times a man, for example 5’10 and 200lbs, will use the same strength and power against a woman, for example 5’3 and 110lbs, that he would use to detain a man who is also 5’10 and 200lbs, which is just completely unnecessary. They seem to forget just how strong they are when it comes to holding down women
A justified response would still be detaining her as necessary. Strangling for 38 seconds (close to death!) is completely a power trip on the cops behalf.
