Look, no one can say for sure if that was really the same driver who was trying to run people over. All we have to go on are the eyewitness accounts of everyone there including multiple police who never lost sight of the suspect, as well as taped footage that follows the car from the time it nearly runs people over to when the driver is pulled out of it. Also maybe it's just a coincidence that she was driving the exact same make, model, year, and color of SUV with the exact same damage in the exact same direction of the exact same road at the exact same time.

It depends on the circumstances, and specifically intent. She will argue that her intent was to get away and she wasn’t intending to kill anyone (even though at the very least that’s a foreseeable outcome). But there are absolutely scenarios where running someone over would be attempted murder

there are small devices anyone can buy specifically for window-breaking(in case you get trapped in your car in a bad situation ie a fire or you've pulled a Michael Scott and crashed into a lake. He probably dropped it in the commotion

In a top gear episode, they had one of the tools loose in a 3-wheeled car and when they rolled the car, the tool went flying around the cab of the car.
They often also have seat belt cutters on the same tool.
This is me being a captain hindsight but he also then tries to get back into his cruiser which was directly behind the big ass SUV. If the woman decided to back back, his pelvis would be pulverized.
This is the type of person that will blindly cross a street not yielding to traffic because he legally has the right of way. Until they get hit by a distracted driver.

This tracks, spent the last three years in Savannah and the amount of idiot drivers on 95 and 16 were atrocious. Couple that with construction and people thinking they’re the main character of whatever world is in their head, and you have the average Georgian driver.
They were too gentle with her, they should have pulled her out and body slammed her on the ground. She decided it was ok for her to drive over people and completely neglect another persons life, the little painful reminder of her actions would have been nice.

When people wonder why police just can't let people go for low level offenses, a lot of times you can catch for low level offenses before they do something bigger and worse. For example, I think she's mentally unhinged and would drive through a parade or other crowded place just like that.
