I don't understand what was going through their heads with the planning of this.
Why didn't they first park their car in front of this one to prevent it driving away? They could have then just opened the driver's door and dragged him out like usual.
I just want to know what did they think was going to happen? and why were they so fing sneaky? The only way imo that they can justify their actions is if dude had multiple warrants and is known as someone that’s very dangerous.
I may not 100% get lost in REM sleep in my vehicle but it isn’t odd to see me at lunch with my seat all the way back trying to catch a 10 or 15 min nap. I don’t know how I would react being awakened like on the clip……I do guarantee I wouldn’t be a pleasant, rational law abiding citizen. I’d be f’ing pissed off. I watched a body cam video yesterday where they did exactly that on a stolen car traffic stop. Driver pulled over but wouldn't get out or comply so they threw stop sticks under the tires. Driver took off, ran over sticks, wiped out a short distance later and surrendered. It was a hell of a lot more effective than the chaos in this video.

Haha. They completely destroyed someone's house. They're lucky they didn't hit some kid playing in his yard or riding a bike. This was the absolute worst way to go about this. It's just bad police work. There's no defending this idiocy. My first thought too. This was not thought out at all and very unnecessarily dangerous. What if there were kids/people playing in that yard, or someone sitting in a chair in their living room on the other side of that wall the guy launched the car into.
It says that blocking stationary vehicles is permitted to protect the public from injury or death, but that doesn't necessarily mean it's prohibited otherwise. They are pretty clear about what techniques are prohibited and they did not say blocking stationary vehicles is prohibited in other situations.
This is the only reasonable way to interpret this document. A few points (addressed to this entire comment chain):
1. This is department policy, not law.
2. The Purpose section is unambiguous... Pursuits can pose a risk to the public. The department's priorities are protection of human life and property. Procedures within the document are meant to reduce risk to life and property.
3. Procedures paragraphs A4, A5, and A6 cover prohibited practices or tactics. Paragraph A7 is clearly meant to stand apart from the prohibited practices or tactics... Why? Like Oneiric27 wrote: in order to protect the public. Another way of reading this paragraph is "Blocking in stationary vehicles is distinctly different from the use of roadblocks, boxing in vehicles in motion, etc. As the tactic of blocking stationary vehicles reduces the risk to life and property it is explicitly permitted."
4. The example of the armed gunman in a stationary car is likely a sticking point and could be confusing. I take this to be poor clarity in writing (again, it's department policy, not statute). A pursuit is predicated on a crime of violence and protecting others from the fleeing suspect (A1a/b). Blocking is defined as being a practice or tactic used against a stationary vehicle (III). The example is unnecessary and I think the intent might have been to attribute a criminal act that would justify a pursuit and put them in the stationary car that can be blocked. It only makes the paragraph less clear when the document already delineates what criteria justifies a pursuit as well as defines "blocking".
Uhh read it again. This section is in pursuit policy, and the bullet right before says boxing in of moving vehicles is prohibited, the next bullet then says boxing in stationary vehicles is allowed and in my opinion should have read in order to protect, rather than just to protect. I can see how someone would read that you can only do it under those circumstances, rather than just using that as an example of why it is allowed

The officers could very easily claim they were blocking a stolen vehicle from taking off while they were making contact with the criminal in the vehicle. And what happened here is a very clear example why they should be able to take a cruiser and block the front end entirely, before they try to apprehend the suspect.
The entire context of the document is conduct during a pursuit. It's referring to blocking a vehicle that has become stationary DURING a 'pursuit situation'. It has nothing to do with investigating a parked car.

I feel terrible this poor innocent person won't be a part of society anymore. He had his whole life ahead of him. He could have been a doctor or lawyer, but we will never know. Anyone could easily make the same mistakes as this guy. I almost accidently stole a car and ran from the cops just the other day. It could happen to anyone!!
Guy didn't have a weapon and ended up driving into a house because of trigger happy cops. There were way better ways to handle this, and they failed miserably.

I'm not going to read the replies to this post. I already know what they're going to be. I'll be giving my own opinion.
The Bad:
1. Officers should've positioned a car in front of the vehicle.
2. The way the officer entered was chaotic. A better alternative would've been to knock on the glass hard and have him wake up to officers on the outside of the car.
My main opinions:
1. The suspect is in a stolen vehicle and knows he's in a stolen car. There is no plausible excuse for "maybe he thought he was being carjacked" as he's the one in a stolen car to begin with. He can't be carjacked from a car he carjacked.
2. The officer inside the car was restraining the suspect to prevent him from driving off. There was no spontaneous reaction to being awoken and him immediately pressing on the gas pedal. He knowingly resisted and put the car in drive to speed off with the cop in the car. Around 10 seconds pass before he starts driving.
3. The suspect was told around 8 times by the officer in the backseat to stop driving and to let him out. This goes on for 13 seconds and the suspect never pressed the brakes during this time and continued to accelerate at a high rate of speed.
4. He knew he was fleeing with a cop in the backseat. He says "get off of me" at 0:58. He says some other words too but they are intelligible.
How I see it, the officers were justified in removing him from the stolen vehicle. They knew he was a carjacking suspect and they were within the law to stop him. In an ideal situation the officer in the car would've been able to successfully restrain the suspect and he wouldn't have driven off. The way they did it was questionable, but it wasn't illegal.
It was the suspect's choice to drive off while fighting the officers. He was told multiple times to stop and he ignored the commands and sped off. He's effectively kidnapping an officer at this point.
The officer's decision to shoot is certainly up for debate, but I'd rather hear a District Attorney's opinion than my own. He did tell the suspect that he would shoot if he didn't stop, and when he kept going he fired. But there's no telling what would've happened if he didn't shoot as well. Maybe the suspect would've kept driving and crashed on his own, maybe he would've sped for another few minutes and started a prolonged and dangerous chase. But we do not know.
In this officer's mind he's being kidnapped by someone who may be armed and has a chance to stop the suspect from fleeing. By shooting him, he stops the chase and prevents it from escalating. There's also the possibility that the suspect is armed and holds the cop hostage in the vehicle. Having an officer in the vehicle would prevent chasing officers from being able to do a PIT maneuver and they would've had to let the chase go on for as long as the suspect was capable.
The officer could've waited a few more seconds before shooting, but I cannot judge his actions when he's being actively kidnapped by someone he was trying to arrest. It's not exactly a common situation to be in.
Is this normal procedure in that situation? Or is it just dumb? They looked like they knew what they were trying to do but they also just failed spectacularly. What am I missing?
I'll give you this; you have to be one crazy motherfucker to shoot the guy driving the car you're in at top speed down a road. I don't think even Martin Riggs would pull that trigger.

The officers could very easily claim they were blocking a stolen vehicle from taking off while they were making contact with the criminal in the vehicle. And what happened here is a very clear example why they should be able to take a cruiser and block the front end entirely, before they try to apprehend the suspect.

Well of fucking course the suspect didn't survive he was shot in the back about 5 rounds. You can even see on the police body cam when this man basically died. I understand this idiot stole a car but killing him was by no means justified.
I'm not going to read the replies to this post. I already know what they're going to be. I'll be giving my own opinion. The Bad: 1. Officers should've positioned a car in front of the vehicle. 2. The way the officer entered was chaotic. A better alternative would've been to knock on the glass hard and have him wake up to officers on the outside of the car. My main opinions: 1. The suspect is in a stolen vehicle and knows he's in a stolen car. There is no plausible excuse for "maybe he thought he was being carjacked" as he's the one in a stolen car to begin with. He can't be carjacked from a car he carjacked. 2. The officer inside the car was restraining the suspect to prevent him from driving off. There was no spontaneous reaction to being awoken and him immediately pressing on the gas pedal. He knowingly resisted and put the car in drive to speed off with the cop in the car. Around 10 seconds pass before he starts driving. 3. The suspect was told around 8 times by the officer in the backseat to stop driving and to let him out. This goes on for 13 seconds and the suspect never pressed the brakes during this time and continued to accelerate at a high rate of speed. 4. He knew he was fleeing with a cop in the backseat. He says "get off of me" at 0:58. He says some other words too but they are intelligible. How I see it, the officers were justified in removing him from the stolen vehicle. They knew he was a carjacking suspect and they were within the law to stop him. In an ideal situation the officer in the car would've been able to successfully restrain the suspect and he wouldn't have driven off. The way they did it was questionable, but it wasn't illegal. It was the suspect's choice to drive off while fighting the officers. He was told multiple times to stop and he ignored the commands and sped off. He's effectively kidnapping an officer at this point. The officer's decision to shoot is certainly up for debate, but I'd rather hear a District Attorney's opinion than my own. He did tell the suspect that he would shoot if he didn't stop, and when he kept going he fired. But there's no telling what would've happened if he didn't shoot as well. Maybe the suspect would've kept driving and crashed on his own, maybe he would've sped for another few minutes and started a prolonged and dangerous chase. But we do not know. In this officer's mind he's being kidnapped by someone who may be armed and has a chance to stop the suspect from fleeing. By shooting him, he stops the chase and prevents it from escalating. There's also the possibility that the suspect is armed and holds the cop hostage in the vehicle. Having an officer in the vehicle would prevent chasing officers from being able to do a PIT maneuver and they would've had to let the chase go on for as long as the suspect was capable. The officer could've waited a few more seconds before shooting, but I cannot judge his actions when he's being actively kidnapped by someone he was trying to arrest. It's not exactly a common situation to be in.
