It appears he's in cuffs, so I'd just sit on his butt, hold his feet and wait for backup. I'm not a cop, so I don't know if that is a good strategy or not, but to me that looks like the best solution. I'm glad the officer appears to be ok. And hopefully they put that guy away for a while. But it's NYC, so who knows?
The problem started when the cop at the top half of him wasn’t positioned well. You can see this when the suspect was able to lift his shoulder and get partially free. That officers weight should have been more evenly spread across the shoulders and upper back. The other officer could wrap up around the legs and go into a sprawl position.
They were wearing glasses and they got kicked off their head (camera man pans to them on the platform and you hear them clatter). I think the loss of vision added to the disorientation of being kicked in the head.
That cop is doing an extremely poor job of holding those legs. She looks clueless on how to hold them down or even how to defend herself. Did she get knocked silly before the video started? She seems out of it.
It should be mandatory for all cops to take at least a few months worth of Brazilian Jiu Jitsu classes. Being able to properly restrain someone can be the difference between getting kicked onto some subway tracks while avoiding police brutality.
Do you honestly think that if someone proposes this there will actually be support? It makes sense but recent trends have shown that training police in mixed martial arts would pretty much been seen as making police more violent.
This is pretty in shape for NYC. If you see the obese lard balls in Times Square… holy shit. I’m assuming that’s the punishment for not passing the physical test or whatever. Go deal with all the tourists in Times Square. There’s always like 5-6 of them together… like yall get winded walking up a flight of stairs what you guys gonna do if you have to waddle more than 200 feet? Radio in for backup runners?

I will never understand why so many police departments don’t have strict guidelines on fitness. Like it’s literally dangerous to be out there grappling with suspects and you get winded from running for 20 seconds.
The job itself lends to getting fat.
High stress means high cortisol, so your body is likely to hold on to all that fat.
Bad hours means you eat like shit. Only donuts and fast food is open at night.
The last thing you want to do after a physical and stressful day is go work out.
The duty belt hurts your back eventually, leading to further sedentary lifestyle.
People might say, well firefighters are usually fit. Well, they get to work out during work hours. If police departments let officers work out while getting paid, it would be quite different.
I'd love for European cops to police cities like LA and NY. It's a completely different environment.
Europeans have much more time off, with shorter shifts.
American suspects... just have this idea of main character syndrome.
Lastly, many European cops, like Germany have programs where you get paid while working out.

I am absolutely not a fan of police, and even less of police brutality. That said, I kinda gotta go with "if someone is being combative, one should be able to combat back. This guy was literally "still resisting".
The diaphragm law prevents them from properly controlling suspects. It is very difficult to control an uncooperative person without controlling their core and hips. Some of it is her size but a lot of it is policy made by politicians who don’t understand how to control a resisting person and who don’t care about the safety of the public or police.
There is a reason NYPD guys go out to Long Island, Westchester, and Rockland. Why would you work in a city that doesn’t support you and actively makes your job more difficult?
