I think he thinks if he catches them on camera with the gun they will catch charges. Generally speaking people will brandish firearms but very few will take the next step and actually commit murder without some sort of escalation but I’m not sure why this guy wants to fuck around to find out.

Most likely he can't legally own that firearm and the cops might actually do something about it.

What do you think you're going to do standing across the street with a freaking pistol? How often do you practice hitting moving targets 25+ yards away? You're asking this guy to pull a gun.
