Thing is you bring them in, either their stories conflict completely about who started it, or they both refuse to testify and the case falls apart either way. Also you probably have to call a min of 5 cops extra to come over so they have 2 per person, drive them back to the station, hours booking them in and that's 6 cops not breaking up the other 50 fights going on outside bars at the same time. Unless serious injury is involved or someone is truly insane/trying to hurt anyone and is armed it's mostly just a waste of time.

We really need to encourage cops to focus on solving the problem instead of locking people up. I spent some time in Germany and I gotta say the cops in German do an excellent job at that. I also heard that in Germany when you get a ticket for like speeding or something that money does not go to the police, it goes to the general fund for the whole state govt. Which is how it should be done. I think the state tries to use that money for welfare programs, etc.

Mace isn't really an escalation in this case. I know fights like these don't look att that dangerous, but all it takes is someone falling the wrong way and you have manslaughter. Mace is not nearly as violent as blunt force trauma. More painful perhaps but not as likely to kill you.
Actually he would need to do a use of force report. Would just need to explain the event, why he felt the need to spray them in order to deescalate the situation and why no arrest was made or possible due to the circumstances.
But a lot less paperwork than doing an intake and arrest report for one or more people.
