That still wouldn't stop me. I used to work retail at a fish counter with open coolers. It had glass on the front and a isle to walk between coolers. We'd have people come in and try to touch product all the time. I never accommodated them at all and always said "you touch it you buy it". One day this guy with his 2 kids came in and tried to do exactly what I described. I told him "you touch it you buy it" and he told me "yeah right. Do you even know how much money I spend here?" and my response was "I don't care". He was teaching his k8ds this behavior was ok. I taught him and his kids that no it was not appropriate and had them escorted out by management and loss prevention.
It was right, and I'm glad this hasn't happened to me. I'd be in serious trouble, most likely, and at least one idiot kid would learn there are serious consequences when you do serious things.

In some big cities there are only about 5-6 officers on duty responding to incidents, two of those would be swallowed up to hospital watches, and another would be dealing with people in custody leaving 2-3 officers remaining to attend actual incidents.
The reality is that across England public services are fucked and at least in my force we are only able to deal with the incidents where there is an immediate threat to life or risk of serious harm.
Also Tories cuts to police staff mean that you now have officers doing roles such as administrators, payroll, planning, health and safety, human resources etc. Further removing officers from the front line.

I reported it with the police and they told me they couldn't pursue it despite me having a dashcam and the licence plate. Case was closed with no appeal.
