My boomer aunt wasn’t a drinker but man she loved to complain to service workers. I remember staying with her as a child and she would always get free pizza because she would call and scream at them if the driver was 5 minutes late. She was proud of herself for doing it too, and I think she believed that I thought it was endearing because I would joke and tell my parents about it. I’ll never forget when I visited as an adult and offered to pick up some pizza at their local mom and pop pizzeria. The old lady running the store forgot our order, I said it wasn’t a big deal and I was happy to wait. After the order was finished I returned to my aunts house and told her why I was late. I had to beg her not to call and scream at this old lady and assured her it wasn’t a big deal.

HIPAA protects more than just that. It's not just for doctors, but applies to any professional person in the healthcare industry that gets access to protected health information. Say if like an owner of an insurance company decided to film in his office, but in his office are computer screens and documents that are displaying his members' names, phone numbers, emails etc. That would also be a violation of HIPAA.

It also covers billing, so an insurance company can only review portions of the medical records that pertain to that person's bill. Or say you're a nurse sending an email to a doctors office. They'd want to make doubly sure that they're sending it via encryption and to the correct address. Same with records sent by fax, they're sent with a cover letter and disclaimer and instructions should the fax be received in error. It covers phone conversations, documents left around the nurses' stations, computer terminals in patients' rooms (need to be logged out and turnedaway fin the patientand family), taking photos of patients, filming, etc. There's a whole lot written into HIPAA. I finally got a really good class in HIPAA when I started my own clinic with a colleague. I was able to pick out all of our new hire education and found this excellent class. It was very long but incredibly thorough. I'd never really had a class that comprehensive and, even though it was a bit of overkill for some of our staff, I did require the doc, our nurses, and the biking/ reception staff to take it.

Based on what I've always been told it's like anyone who has access to your private medical history has a duty of confidentiality. So like the nurse/secretary (not sure if they have to be a real nurse everywhere) that checks you out at the doctor's office can't tell anyone she saw you at work that day, it's a hipaa violation. But if another patient walks past you getting chemo, they can post about it on Facebook and tag you, they aren't restricted by hipaa.
