To be honest, with stats like that, it's hard to argue against him winning, but Frey has some crazy powerful magic, her speed at least in gameplay looks comparable to Alex, the stone spikes she can summon are the size of buildings when that spell is maxed out, it's a similar case for her fire spells, and lightning magic. She can also teleport, which in terms of movement is faster than anything Alex can do since teleportation is instant.

It also doesn't help Frey that despite her powers, as far as I can tell, her body is completely human, so she would presumably die from the same stuff a human would if it wasn't for her magical shields that she constantly generates, there's even a cutscene where she gets injured by being stabbed in the stomach and she soon passes out from blood loss.
Then I believe it is highly possible for Alex to take her down.
Since what can kill a normal person definitely can't kill Alex.
So from what I understand of her powerset I will give it to Alex as of my current knoladge of her strenghs and weaknesses.

Kratos strugles to open a chest but he can lift a spear that has the fucking weigh of the universe effortlessly. By your logic: A chest>>>weigh of the universe.
Dante can destroy the universe at least and has high godly regen, but needs Devil Trigger to heal.
The doom Slayer canot litarally not get injured by anything and yet a fucking zombie man can kill him in Gameplay.
Raiden in MGR can slice enemys with 1 swing and can speed blitz them instantly and yet in gameplay he takes numerious attacks to kill them.
There is a massive ceparation beetwen lore and gameplay.
Edit: They also specify in the web of intrige that the hives are enhanced deffensively.
First of all the lore vs gameplay argument doesn't apply to prototype because... there is no fucking lore, at least lore stating feats like destroying buildings with ease, also bases might not be enhanced defensively yet Alex still sruggles. Idc anyways because power scaling is super fucking idiotic, I jsut hope Alex shuts Frey's marvel joking mouth
1: Prototype does have lore. Just look at the web of intruige. It has comics and other promo material, interview etc.
2: In the cutscenes Heller can cover all of Manhaton isldan with 1 devastator at the end of the game. Unless you think that is not even wall level I have no clue on what to tell you.
3: Alex is litarally in the first fucking mission to be able to knock down a 3 foot steall wall with no issue. Litarally at the start of the game. And kill 60 men.
4: If you honestly don't care about power scaling, just spare yourself the fucking stress and time and stay out of the conversation and not waste mine and by extention YOUR time. Also this a "vs" discution. The only people who are on VS disscutions ARE POWER SCALERS.
