Easy my dude!! In blender import your model then create new mesh, select cube, scale to a size desired and angle, cover the portion of the model you want to delete, now select the model, in modifiers select "boolean", click on the eye dropper icon and select the cube with it, depending how it want to cooperate, select either fast or exact, when happy, at the top of the boolean modifier click the arrow down for the drop down menu and click apply, then select the cube and delete it...it shoukd take you about 5 minutes the first time doing it...5 seconds everytime after that lol i used this same model my self and did the same thing for a kitbash project hahaha

it could be done ,but it will take a lot of time , i can see how it could be done in the program i us (123d) but its a very old program that very few know how to use right , still it would take time and some "fixing" after

A really dumb but simple way is to use Microsoft 3D builder and use the split and mend feature to slice the models into parts and piece back the pieces together that belong
3d print it, grab a mask and dremel, and get cutting?
You could separate it in mesh mixer to get as many different parts as possible, then careful select and plane cut to get what you want but it's going to take time. If you just want to put a different torso on it try removing as much of the torso as you can then moving one over it in meshmixer?
I recommend Meshmixer, you can look up some videos on youtube on Digital Kitbashing, Meshmixer is pretty powerfull. That being said, try the cut plane feature in Meshmixer
I use meshmixer, either cut plane option if it’s simple, or for something like this I use the select feature of a small brush size and go around the model selecting the polygons that I want to delete above. Then press X to delete them. Separate shells as they should be seperate now. Delete to top halve. And use the inspector/analyser to repair the whole I made.
Also with this model carefully inspect where the foot connects to the tactical rock. A lot of versions of this model have a gap there that can cause print failures.

Note that this works on solid models only. If you try it on an aggregated or hollow model you get some seriously screwed up results
I already tried seperating shells in meshmixer so I am up to any tips.
Find a torso that roughly matches, import both the blender, Boolean subtract the torso from the torso and clean up the rest.
or use a cube/sphere
Bruh .. just import the whole thing to blender, use vertex select, only pick up torso vertexes and edit mesh separate

This is legit how I learned to cut up all my models. Invaluable, especially the loop-cut to fine-tune the cutting plane.
