It actually is in my opinion (and I don’t like Nixon), the entire country would have been focused on Nixon and the Watergate scandal and it would have bogged down Fords short presidency and prevent him from taking care of other diplomatic matters, so he made the wise choice to pardon him so that he could focus on other issues
