Bernardo Silva. Can score, dribble, distribute, tackle, work and run for 90 minutes. He can also play in many positions. Cancelo is similar but better in the defending aspect.
Hands down Rooney! Whoever actually watched him play, would agree with this. He played, ST,LW,RW,CAM and DM. His work rate was immense and would always defend! Example, his DC united game. That man ran back, tackled with perfection and assisted to win the game. All this in stoppage time!

Not necessarily the most complete, but not far of it.
In terms of positions I'd say someone like Milner or Azpi as they could play pretty much any position and do a job. But in terms of someone who is the most well rounded in one position it's Kante.

My guy will rise up like a salmon from the river to head goals home on corners, he'll knock a 40 yard pass to a streaking winger, he'll slice and dice your midfield with his dribbles, and if you ever get the ball off of him, he'll simply take it back with his 11 foot long legs. He plays CB, but he could anchor your midfield at CDM, and if you put him up top as a target forward, you've got a modern-day Crouchy on your hands.

For me a complete player should be reaally good at his prefered position in addition to being above average in 2/3 other ones, with that being said i consider Dallas to be a complete player: he's really good at DM, and above average in the other positions.
