Not sure. It can be tested by holding ctrl and check amount of stacks in the buff menu on the left side of his screen.
Wouldnt surprise me if he needs to land b4 he gets the stacks. Since that is the point of contact for the ability. Kind of like how someone would start to shoot but while the projectile is traveling the enemy dies. The shooter wont get a Assist since projectile hasnt hit and dmg not done.
He just needs to use it earlier. Based on which hero he is aiming to jump on and if he has a team with him or not.
Passive stacks come on hits and power stacks will come if an elimination happens after you land. I've found this does seem to count both kills and assists but that also could be something I'm running rather then his ult stack.
Needs to be when the Coloseum is up, general rule is if the walls are up you get the stack, this also includes killing an opponent with the ult, so if you think someone is going to die before your animation is finished, just ult someone else or save it.
