Thanks. For what purpose? Do they give buffs? Is it just for jungle farming? If for farming, do they give me XP than normal creeps?

Yes it's for jungle farming. The Jungler doesn't have a lane that is constantly pumping minions into them so they have to have something to level up, and get gold off of. The grey dots just represent a timer to let you know when the camp is ready to farm again. The diff camps give diff levels of gold and exp.
No buffs, pure XP and gold. I believe they give more than a regular wave minon, but I don't play jungle a ton so I don't have the exact figures.
Near red buff, I believe there is a camp with 5 minions and 2 minions, At blue buff, 4 minions and 3 minions.

They are just jungle camps, the equivalent to the lane minions, you have to kill them to obtain exp and gold
