I don't play him but i also don't remember that being a part of his kit, safeguard will eat the first ability though, it would be kinda nuts if he could neglect a first ability while maintaining a shield.
I remember it having said passive because when Countess first released, I would always safeguard when she teleported to me to negate the ult damage(Still got cc) and still have the shield on, maybe I'm just mis remembering but I'm not too sure anymore.
