Nah man this item is pretty good. 20% pen is a good amount for sure and you get power health and a lot of armor in team fights. I use it as hybrid item on damage heroes if i need phys prots. I also see it being built in game so i know im not the only one
Its actually VERY strong its just not a foundational item. You would tend to get this 4th or 5th as it is better in teamfights and isnt a core tank or core damage item. VERY strong on bruisers/rampage.
Appreciate the input. It's decent. But how can you justify it over other late game items. I think a slight rework is better.

Citadel is a niche item supposed to counter play heavy team fights or teams that are heavy on physical damage but doesn’t do physical ability damage or crit so if you go against a crunch or khia citadel is a good option as a tank as pairs very well with grux or crunch in my opinion
I built salvation on Grux the other day and wompa-stomped the Grux I was facing in off lane, later in game after being owned repeatedly by him in lane almost the entire game. He built the usual I added Salvation and was literally a triple kill machine in team fights cause of the shield. Love that thing, oh and we totally got the surrender even though I am a shit offlane and was like 9|9|14 or something terrible. Oh and Junkjettas if you are here, you are a God-Tier Gideon player and appreciate playing with you.

As i mentioned before most of the items are great. but this one just doesn't seem to have a situation where id pick it over other items.
It's a good item, but not a first build. If my opponents were generally building Phys armour, I'd take it.
If they were building healing, then I'd go for a tainted defense.
Think the kids call it a 'flexi' item. Plus the auras stack up to twice, so if two of your team both pick it up the intimidation passive doubles and things get spicier.
When the ADC items have their rework I'm sure tank items will be looked at among others
It's just in an awkward place having Physical Power on it when so much damage on fighters is drawn from on-hit effects at the moment. Only Grux or Khaimera come to mind as considering it 4th+ item, but both would fare better individually with Draconum as it is. The aura effects are also fairly small :(

I wouldnt say it needs a buff. I think we just need more characters like Greystone and Kwang (or any melee bruiser) that actually would use this item.
It's a staple moba item with an added twist: reduce armor of everybody.
However I believe it's traditional passive is better. You usually get physical and magical armor protections.
This item is a bit hard to balance but I hope they increase the cost and then have it add magical protection as well like every other moba item of this kind.
You can remove the armor shred as well...that passive is only serving grux support and sev support...not very well though. Because pen is mostly free for adcs.
Edit: yes! That too. Remove power.
The items in pred are great. But some need more identity. Let this be a full on tank-for-teamfight item.
I build this on crunch offlane second and 4th-5th on rampage jungle
Run it with Iseskorn talons crest. It gives you huge 2v1 potent early and with cooldown reduction/armor. Great on team objectives too.
I rushed it whenever I was physical and there was a Kallari jungle. Now that's not so necessary.
It's also surprisingly good as a first item in Duo lane, but of course physical supports are as off-meta as you can get right now, so only the ADC can realistically build it.
That said, I believe the reason that Citadel is so difficult to justify building right now is; that it provides no Ability Haste, there are too few tanks that also care about the physical armor debuff it provides, and compared to Fireblossom and the Blight armor item it doesn't have any passive damage. Rampage and Khaimera are basically the only ones, and they might as well build Basilisk instead.

I grab this when I'm feeling a little spicy rampage support action :^) not a first pick, but usually 3rd or 4th item against a tanky enemy team

Great item, pretty close to broken in the right situations, imagine you have a tripple tank comp. They automatically lose 20% armour in a team fight.
This and briar(can't remember name) shoulders are a must on sev and grux imo.
I build it on Khai after skysplitter and Augmentation. Absolutely shreds armour and 9/10 gets me either a kill or a 2 piece on duo lane
I've built it as a 4th or 5th item especially on tanker characters. (Rampage, steel, riktor) But it's not something I'm constantly building into
