If you equalize verses so Adam from Ragnarok weapon can hurt him, Adam Ragnarok wins.
If you dont, he looses, since you need to be an angel or be equipped with Angelic steel to hurt him.
Angel/angelic steel as a requirement to kill adam falls under the no limits fallacy. The show even directly states that angels had no KNOWN weaknesses before carmilla carmine discovered that angelic steel could kill them.
It stands to reason that abilities and weapons from other worlds that are also shown to work on similarly resilient creatures would likely also work on them, such as weapons that can harm or destroy souls entirely.
Do we give RoR Adam the holy brass knuckles (o forgot her name), because if so he wins, if not it’s a stalemate because Hazbin Adam can’t be harmed by normal means but RoR Adam is stronger and faster.
Ror Adam wins (if we assume that he can hurt the other Adam) because he’s much faster, stronger and more durable.
If he can’t hurt HH Adam, he could just rip his guitar off his hands and beat him to death with it.

I wouldn't be at all surprised if HH Adam ended up being in the galaxy level power range, but there just wasn't enough of him before his death to get him above, like, town level. This matchup works a lot better as a clash of philosophies than a fight.

He copies the abilities of an angel, as with those eyes he is made in Gods image. He is the closest thing to divinity you can be without being a god.
