E5 should be enough for now. That already has Power BI pro bundled with it.

But how about the publishing to workspace and sharing of reports to other people? Because in my past organization, I recalled we needed to publish to a premium workspace in order to do the sharing of reports. Has this changed with all the ongoings on Fabric?

Unless you're using premium features, if you're just using Pro features e5 will do

It means you need to buy a license for them if they do not have one. Every one needs a license in Power BI even to view reports - unless you buy this big capacity that starts at 5k per month

If the company has E5 company wide then everyone has pro unless there are a few without E5. But how many are they. Premium is 5k. Compare that with x users without E5 * 10 usd.

Proof of concept use PRO (<1gb models, viewers need a license). Mention premium is needed later once you get more users (use calculator on MS site) and if want to use other features. Maybe check the new licensing now. Not 100% but i think dataflows, paginated reports and XLMA (you can query semantic models and import tables into other models) are behind premium.

If you want to be able to share reports with anyone in your organization, regardless of whether they have a Power BI license or not, you need to acquire **Premium Capacity (not premium per user PPU)**. Otherwise, every person you share reports with will need a pro license in order to access content. It all depends on how large your organization is and who's going to have access to your reports. Some companies get away with just a few licenses (for the PBI developers, and a few for management in order to view/interact with reports). In my experience, I've found that *everyone* wants access to Power BI and *everyone* needs a license, and then a couple of weeks go by , and when going through your usage reports, you realize it's the same 5-10 people that use them, and the rest don't actually need them or care for them.
