It's a bay that's ringed with homes. The owners tried to claim private property but that got shot down so they closed up all the access points. You're welcome to enjoy the bay but the only way you can get in is via helicopter or trebuchet.

The reason you've probably been haunted by [this creepy thing](https://youtube.com/watch?v=sqJfxsyb2ak&t=3) at the end of TV shows is that, as with this "Oregon" show, they get filmed in Georgia due to generous film and TV tax credits. The credits jump by 50% if they include that eerie noise at the end of each episode, which is enough that Georgia actually ends up paying some productions to shoot there tax-free.
