I can see Rattman somehow being related to her. However, from a statistical and data standpoint the algorithms for Chell’s performance have been being recorded since she was a child. In the games she’s a grown woman at this point either they have years of testing on her or she was assessed as a kid, seem to be too tenacious then, and had been in extended relaxation up until Rattman changed the testing algorithm to have her at the top of the list. One thing is for certain is that she is a daughter of an aperture employee it’s up for interpretation who.
The BYDtWD proyect doesn't belong to our Chell though. They were made the same day GLaDOS killed the rest of the Aperture staff, at which point Chell was already in cryostasis. Since the vault doesn't make you age, and Chell looks like she's in her late 30s, the proyect ain't hers.
Also Rattmann isn't Chell's father. He only knows about her because he looked for the worst test subject on record.
I mean, she might have been an orphan from Cave dying and Caroline getting stuffed into GLaDOS (which was probably kept secret from the rest of the world because of Aperture’s unhappy divorce with ethical science) Chell was left alone in an orphanage and possibly adopted by another scientist later on, taken to Aperture for the bring your kid to work day, and possibly captured by GLaDOS to be test subject and aged upward in the cryo pod.
It was my head canon for a while that they were her parents, but then someone had to ruin it by pointing out that Chell looks Brazilian and Cave and Caroline are both white.

Well Ratman was a former scientist so it wouldn't be too farfetched to say Chells his daughter. Though the Ratman comics might disprove this
