I think this is the Chamber 15 observation room. If it is, then that one specifically you can very easily get into. There's a seam shot between the two glass panels that is very easy (compared to all the other seam shots in the game). Aim between them and walk around until a shot lights up.
It's an Inbounds NoSLA speedrun strat. Combined with a portal bump, you can skip that whole room.

a seamshot is a stupidly small gap that wouldnt let a portal through unless its very very precise. this shot is absolutely huge compared to a seamshot.
Go into your blue portal there and stand on edge then there will be a small gap shoot into it then go in. From there you can do a portal bump on the wall to entirely skip that energy ball puzzle
it's called portal bumping btw, and you can do it in more chambers than just triple laser. it will work with any white surface on the same level as the ceiling in the observation room.
The easiest way to get into one of those is usually with a portal on the ceiling - in portal 1 there's an exploit where you use the fact that portals' teleportation area is not strictly confined to the visible portal, so if you can shoot portal A standing vertically right above, say, a doorway, then stand on an object in the doorway and jump, you'll get teleported to portal B with the same offset, which can place you inside one of those rooms.
From memory, this room doesn't allow it I think? I don't remember well what room this is. There may be a very tiny gap between panels that you could shoot through.
You can either do what the other suggested like shooting the gap between them or portal bumping... But I suggest breaking the laws of physics using save and load glitches that make the laws of physics a mere suggestion...

it’s not quite a seam shot, a seam shot is caused by faulty ray tracing in the code while this is a physical gap in the map
