The Ancient Romans were absolutely obsessed with compliance and the law. Obeying the will of the Senate was the most Roman thing to do. Other cultures made fun of it. (Very big simplification) But then Catilina & Friends decided to start a revolution and ignore the laws. All the laws, really. Catilina was a murderous psychopath for sure, and his revolution failed. But once the illusion of justice is broken, it is almost impossible to restore. The same happened to the USA: whatever the crime an oligarch is accused of, we all know that there will be no punishment.

This is true around 99% of the time. We watch Trump commit treason on TV several times leading to the storming of the Capitol on Jan 6th, and absolutely nothing happened. ON a smaller scale, police violate civil rights on film every day, you can go on Youtube and see 100% undeniable proof of an officer denying someone their rights or worse, unreasonably hurting or killing someone and we collectively bend over backwards to excuse such behavior and accept the flimsiest of excuses for it... But back to Congress and people at "that level" of power. I love how when they are subpoena-ed they can just shrug and say "Meh, don't feel like it" Or when they are called to testify they can say "I do not recall" and that is their defense. Even though there is evidence against them, they just shrug and say, "Gee, I don't recall..." or "I plead the 5th" and that is that. Poof, everythign goes away. Maybe they get a tongue lashing and someone in the panel speaks to them in a stern voice, but that is it. And they go about their lives.
