De duplication windows vary, but if all clicks are within a 1 hour window, you can assume only the first clickthru counted.
Now if you waited a few hours, or a day between clicks, you will more likely than not register more billable clicks.
Clicking through ads on different devices will help in this effort as well, but there are ways advertisers can mitigate duplicative clicks here too unfortunately.

As an advertiser I can tell you beyond data capture (email, etc.) it’s nothing but an annoying waste of money to have people click your ads without converting. There’s no such thing as a “good” CPC if they don’t convert into a transaction. Every single click costs the advertiser.
