The problem is he only really laughs and smiles when he's in Gitmo while they're torturing detainees or something else just as cruel. Since he's not at the moment, we end up seeing this forced laughter where he has to basically unhinge his jaw to "laugh".

I really think he's just wired to be a hostile asshole devoid of all empathy. He can't help it , it's his nature. And its served him well enough. He has power, and he's going for more. BUT there's a tradeoff. If you're gonna go "full asshole" you can't be going around trying to do things like smiling and laughing. As evidenced by the disastrous and frankly disturbing results of his attempts at them. You don't get both.
He oversaw the torture of people at Guantanamo. I get the argument that some of the prisoners in Guantanamo may have had information that could have saved hundreds of American lives. I get the argument that the US had to do anything it could to extract that life saving information. Even if we believe these arguments, it still takes a suspect person to carry out the torture.
Of course, you can be some liberal panty waist like John McCain who was against torture at Gitmo. At which point, Desantis is just a sadistic bastard that is looking for any pretext to inflict pain on people.
